The three facts that end most confusion
- Copilot Chat ≠ M365 Copilot. Chat is included and web-grounded; the paid seat adds WORK grounding (the pipeline over your tenant data) and the in-app experiences. When someone says "we already have Copilot", ask which.
- Agents don't require the $30 seat. Declarative agents are hosted by M365 Copilot; custom engine agents can be used from the included Copilot Chat with consumption (credits) billing — no per-user Copilot licence. Whole deployment strategies hinge on this split (agents module).
- A Copilot licence unlocks SAM tenant-wide. One M365 Copilot seat lights up SharePoint Advanced Management for the tenant — the oversharing toolkit is effectively free the day you start piloting (governance module).
Buying patterns that work
Pilot seats for the roles where grounded Copilot pays (heavy meeting/mail/document workers) + included Chat for everyone + credits budget for agent experiments + Agent 365 the day agent count makes governance real. The anti-pattern: buying seats org-wide before the oversharing runbook has run — you pay to index your sprawl.

Get-MgUserLicenseDetailservice plans (Copilot plans are explicit) — the licence census that settles "we already pay for this" debates. - Credits burn: the consumption reports in the admin center — agents' real cost curve, per agent, before the invoice teaches it.
- Chat vs seat behaviour: the same question in included Chat (web tab) vs a seat user's work tab — the grounding difference demonstrated in two screenshots.
- SAM entitlement: SharePoint admin center's Advanced Management pages unlocked = the free-with-Copilot claim, verified in your tenant.
